What is Citizenship?

Written for the "A Very Short Introduction" series of Oxford University Press, Richard Bellamy's "Citizenship" (2008) offers a challenging introduction to the nature of citizenship and to why it is important. Bellamy, Professor of Political Science and Director of the School of Public Policy at University College, London, has written widely on citizenship, political philosophy, and government.

Although a "short introduction", Bellamy's book is difficult and learned. It also presents Bellamy's own informed understanding of citizenship rather than rehashing the literature for beginners. Due to its brevity, the book does not develop its arguments as fully or clearly as it might. Bellamy has the lecturer's habit of outlining and presenting his points (i.e. this is so for three reasons, 1, 2.3) and not elaborating. The book also includes a great deal of repetition and cross-referencing from chapter to chapter which tends to make it ponderous. Thus, Bellamy's study is not an easy "very short introduction" but rather requires close reading and attention. With its difficulties, the book offers an insightful understanding of citizenship.

Bellamy argues that citizenship is closely connected to participation in government and to democracy. The crux of modern citizenship, for Bellamy, is the right to vote. He points to a growing apathy and skepticism about democracy and voting in developed countries such as the United States and Great Britain and seeks to combat this regrettable tendency by explaining the value of citizenship.

In his opening chapter. Bellamy offers an exposition of the nature of citizenship which he expands upon in the remainder of the work. Bellamy argues that citizenship is primarily a political (rather than legal) concept and that it has three components: membership, rights, and participation. He offers the following somewhat cumbersome definition.

"Citizenship is a condition of civic equality. It consists of membership of a political community where all citizens can determine the terms of social cooperation on an equal basis. This status not only secures equal rights to the enjoyment of the collective goods provided by the political association but also involves equal duties to promote and sustain them -- including the good of democratic citizenship itself."

The crux of citizenship is participation in the political process with the goal of defining the nature of rights and providing for their implementation. Rights, in this analysis, are not abstractions but instead are correlative with the duties of individuals to participate in the process. The definition of citizenship needs a definition of who are entitled to be citizens and of what entities.

Bellamy offers a historical overview of various concepts of citizenship beginning with the Greeks and Romans. He discusses the ways in which the concept changed slowly with the development of the modern state. The class of citizens gradually expanded from free men, in the Greek polis, to include those without property, women, and people of minority nationality in a community. He offers a telling observation about this expansion: "there has been a general reversal of assumptions; instead of private autonomy being the basis of public autonomy in the political realm, political participation and the regulation of the private sphere have become the guarantees of personal freedom". He argues that feminism, for example, can better be viewed as part of a long-term trend towards inclusion in the concept of citizenship as opposed to a separate, distinctive ideological position.

Bellamy discusses the tension that arises between a state-based concept of citizenship on the one hand and the rise of globalization and multi-culturalism on the other hand. He argues for the importance of state citizenship largely on grounds that individual participation and feeling of responsibility becomes remote in a larger arena. He also argues that a sense of nationalism and cohesiveness is important to guard against despotism.

In his concluding chapter, Bellamy discusses how democracy, a two-party system, and a voting electorate, whose members must choose between parties offering positions on a host of issues (rather than deciding each issue by itself in a referendum, for example) increases the value and the worth of participatory democracy. Bellamy concludes: "Citizenship informs and gives effect to central features of our social morality. It underlies our whole sense of self-worth, affecting in the process the way we treat others and are treated by them. It stands behind the commitment to rights and the appreciation of cultural diversity that are among the central moral achievements of the late 20th and early 21st centuries."

Bellamy has written a rewarding, brief book for readers with a strong interest in citizenship and government. There is no reason why a "very short introduction" is necessarily easy. A readers guide to the book may be found online which poses provocative questions that it is the goal of the book to help the reader think about and answer.

Excellent primer on an important topic

That the subject of citizenship, itself, might serve as a field of academic inquiry caught me by surprise. I think citizenship is vital for understanding our predicament in 21st century America. Unfortunately I didn't get time to finish reading this book so I feel constrained to give it five stars and comment on what I read (the first 50 pages) which was well-written, insightful, instructive. If and when I finish this book, I'll update this review.

Richard Bellamy sees three components to citizenship:

(1) membership -- who is a citizen? He thinks citizenship is linked with democracy, since democracies require broad acceptance, legitimacy, trust, and solidarity among citizens to function properly.

(2) rights -- I was somewhat confused about his sense of this term, but I like his idea that citizenship is a "right to have rights" although I think there's more to it than that. I have a sense of a right as a sphere of possible future action that others acknowledge you can do, and the boundaries between spheres I think of as "laws".

(3) participation -- citizenship means taking part in the political process in an equal way with others. He writes: "Citizenship is a condition of civic equality. It consists of membership in a political community where all citizens can determine the terms of social cooperation on an equal basis. This status not only secures equal rights to the enjoyment of the collective goods provided by the political association but also involves equal duties to promote and sustain them -- including the good of democratic citizenship itself." He sees the same problems with citizenship that I see: "...increasing numbers of citizens do not bother participating. They either feel it is pointless to do so or are happy to free-ride on the efforts of others. They are mistaken."

Mr. Bellamy sees a temptation undermining citizenship in democracies: "...that we will be tempted to shirk our civic duties if we feel we can enjoy the collective goods and the rights they provide by relying on others to do their bit rather than exerting ourselves." The cost of being informed is real and now, while the benefit is illusory and later; so, why bother with citizenship duties? This is another take on the famous problem of the commons -- how to motivate people to contribute to something which benefits everybody but involves a personal sacrifice now?

Mr. Bellamy discusses citizenship in Athens, then Rome, and today. Athenian citizens participated directly, and he wonders whether the time commitment for citizenship duties diverted talent away from the private sphere. Roman citizenship was more of a legal matter. He suggests modern democracies have three stages of development:

(i) nation-building stage, run by the elite, building the legal and administrative structure. (ii) commercial & industrial stage, with unified transport systems, markets, freedom of contracts & equality before the law. (iii) nation-making stage, where education, language, army, popular press help form a national consciousness. The three stages make a "people", with equal protection of the laws, a community of interest, and shared values & obligations to each other. He shows how T.H. Marshall saw Britain as undergoing a succession of class struggles culminating in social rights (unemployment insurance, health care) and notes how social rights can sometimes clash with property rights. The trend today in modern democracies is towards "legal citizenship". That's as far as I got.

I'd like to comment about my understanding of citizenship. I see citizenship as a relation between a person and the state with specific benefits (police protection, rights, legal protections and so forth) and specific duties (voting, being informed about current events, military service if summoned, obeying laws, paying taxes, participation in local government.) It should be freely chosen by a person with witnesses present in a formal ceremony. It's like a contract between a person and the state that can be broken by either party. Further, I think citizenship entails a commitment to other citizens to protect each other if government became tyrannical. I realize that not everybody will want to be a citizen or have the ability to serve in this capacity, so I think there should be in society, at least, two categories of persons: citizens and non-citizens. I elaborate on my thinking in my book "Common Sense II" (below) and in the article "History of citizenship in the United States" (below); both are free and readable on the Internet now as google "knols".

Overall, a good book (first 50 pages), well-written, an excellent introduction to an important topic, and while I can't attest to the quality of the whole book, what I did read suggests a quality publication.

Great little intro

This is a great little introduction for students and other curious people on what modern citizenship is, where it came from, and how its meaning have changed in response to globalism and multiculturalism.

Bellamy starts by discussing the Greek participatory model of citizenship, and the Roman model of rights-based membership in an empire. He outlines the effects of race, ethnicity, and gender on membership and belonging, and discusses the tensions between the idea of universal human rights and the necessary local level of enforcement by sovereign states.

Last, he suggests the need for a more participation-based model of democratic citizenship. This is a great foundation for further study and discussion.

This slim overview of the civil rights movement, part of the African American History series, hits the most important events of the 1950s and 1960s, but more care could have been taken with the details. The book begins by defining civil rights and then moves to a brief history of African Americans in the U.S. Glancing at the way World War II affected segregation, more time is then spent on Brown v. Board of Education, Rosa Parks and the Montgomery bus boycott, sit-ins, freedom riders, groups like the NAACP and SNCC, and the role of the government in making sure laws were both passed and obeyed. Black-and-white and color photographs are well-chosen, though sometimes poorly cropped. Some captions are confusing; one makes the vague claim that public places and lunch counters were segregated “for several years.” The writing is overly broad at times, though certainly fact-filled. Activities, a glossary, and pointers to a few books and Web sites are appended. Grades 5-8. --Ilene Cooper

Have to give this five stars even if it is short...Damon is so damned hot and dirty...and Pete well he just loves what his neighbour Damon does to him after spying on him for so long....If you want a hot dirty read you can't beat this..New author for me but i shall be watching closely for more x

Tantalus delivers a tantalizing short.

This little story from newcomer Tantalus delivers exactly what it promises. Short and sweet it isn't. It's short and sexy, short and steamy, short and sensuous, short and stimulating. For only 99 cents, it's a cheap thrill.
Pete had been watching Damon since he moved in next door, but neither of them expected to find out about each other what they did when Pete lost a bet to Damon. His prize was that he got to do anything he wanted to Pete.
There's not really a story, it's more of an interlude. The interlude is so hot, I didn't need the story. Sometimes you just want to read something quick, and Summer Heat is that. Here are a few key phrases and words to give you an idea of exactly what Tantalus has in store for you: pain and pleasure, bruising kisses, thick with muscle, I'd watched him, feel the sting, smell the power.
I'll bet you got a little turned-on just reading those. This is a must read, just don't read it in a crowded room or you'll have a lot of squirming to explain.

One Small Step for Gladwell, One Giant Leap for Superficial Analysis

Malcolm Gladwell is the author most responsible for (guilty of?) popularizing the nonfiction genre we call behavioral science - the study of how forces outside our awareness influence our decisions big and small. Gladwell is motivated to prove commonly accepted notions about success are counterintuitive. Who succeeds and who fails, according to Gladwell, is largely a matter of chance and circumstance. In DAVID AND GOLIATH, the author widens (but not deepens) his exploration by examining Davids who rose to the status of Goliaths. It is Malcolm Gladwell's worst book.

Like Gladwell's previous work, the book is a collection of profiles connected thematically. Take a Hollywood producer whose childhood poverty spurred him to ambition, leading him to a fabulously wealthy lifestyle, a lifestyle the producer (and Gladwell) fear may be a detriment to his children since they won't have the same motivation. Or take a young, high-achieving high school student who aspired to study science as a career; she was accepted to Brown University, but quickly found herself demoralized because she was surrounded by fierce, moneyed competition - she never got to shine the way she would have at a lower tier school, so she left Brown and science behind.

It's a conclusion that is not only facile, it's a conclusion that is inaccurate on its face. Of course there are poor people who use their humble roots to launch themselves to great heights...but a rich kid is far more likely to have a fruitful, stable life than a poor kid. As for the big fish/small pond idea vis-à-vis Brown University, it is also nonsensical. If someone gets accepted to Brown and also the Duluth Community College, GO TO BROWN. Looking at it from a purely statistical angle, ten years after graduation, the profile of a Brown alum is vastly more desirable than a Duluth Community College alum.

Every single idea presented in this book fails under minimal scrutiny. It's not that they're purely false, it's that they're misguided or selectively presented.

An extra star is awarded due to the fluency of Gladwell's writing. It's mysterious how he's able to propel his prose forward so smoothly while inundating the reader with facts and abstract concepts. He's truly a talent, but he's a well-intentioned utopianist who bends his findings to conform to his yearning for how the world should work.

The Slipping Point

David and Goliath, the Tortoise and the Hair, The Little Engine that Could... these are the stories we grew up with that spoke to us about overcoming the odds. As if somehow learning as a child that overcoming the odds was not only possible it was a good thing. When you're a kid with nothing to lose you might dream big…”This only goes to show what little people can do” to quote from the Musical Les Miserables. As we grew older we understood more deeply just how impossible overcoming the odds can be. To truly overcome the odds the reality of the “Kobayashi Maru Scenario” sets in. From Star Trek the Kobyashi Maru Scenario is the no-win scenario that cadets going through Starfleet Academy must face. Only one cadet ever won the Kobayashi Maru Scenario. That’s would be Captain James T. Kirk. How did he win? He cheated.

OK, for the most part, these “David and Goliath” tales of youth are fictional. Enter Malcolm Gladwell and his his forth is a series of winning titles starting with “The Tipping Point”, “Blink”, and then “Outliers”. Now Mr. Gladwell brings us “David and Goliath -- Underdogs, Misfits, and the art of Battling Giants”. He’s not coining a new phrase as he did with his other books. We all know the story of David and Goliath and we all know it’s about doing something that ought not be possible. Except instead of fiction, Mr. Gladwell brings us a series of real life accounts of underdogs prevailing against the mountain of odds stacked against them. These are real life David and Goliath stories as only Mr. Gladwell can tell them... deep, compelling, and poignant...his trademark. How did these underdogs prevail? In some sense they cheated. As Capt Kirk would say, “He changed the rules”. In all cases it’s about seeking advantage from the strengths you have, versus trying to capitalize on the traditional strengths that you will never have. And no matter how hard you wish for it, the odds will forever, not be in your favor. If you're a Hunger Games fan. So changing the rules of the game is always necessary. Only after the fact can one judge whether the ends justified the means…and that’s a very slippery ethical slope indeed. Mr. Gladwell stays away from the ethics of it all.

These real life “David and Goliath” stories stand well on their own, overcoming dyslexia, winning with a full court press in basketball, defeating childhood leukemia, prevailing in the race struggle in Birmingham Alabama, and outwitting the Nazi’s in Vichy France. And Mr. Gladwell brings them to us with epic and sometimes heart wrenching prose...tears were streaming down my face at least twice. He brings to us a different perspective on what’s necessary to win...and if an underdog does win, look closely, there’s always something else going on, and then sometimes...winning big might mean ultimately losing. This is where his attempt to bring too many stories together...with a single logical thread...seems to break down. Is he trying to say if you're an underdog you should cheat? Is he trying to say, maybe, we shouldn't win at all? That’s harder to tease out. The main premise however is that if you've grown up an underdog you have a hidden strength you can exploit...just because you've survived the adversity that makes you an underdog you must have some strength in you. And this is definitely an inspiring moment. Sadly, many more underdogs don’t survive to be those underdogs...and those huge overwhelming numbers don’t show up in the text. We only hear about the underdogs that win. David was the big winner and he rose to become a King. We don’t hear about the David’s that lost...and I can assure you there are many more of those loser Davids out there...countless loser Davids.

So in the end, Mr. Gladwell gives us something interesting to read, stories to tell, and true to his journalistic form, an extremely well written book. But he hasn’t given us the same game changing insights he brought forth in his earlier three works. This is only a must read for his fans, so I can’t give it five stars. And it is no where near the same book that is “The Tipping Point”, “Blink”, or “Outliers” so I will deduct another star. Three stars for “David and Goliath”, Mr. Gladwell may have reached a “Slipping Point” of his own. I hope he can recover.

Some Interesting Stories, but Not Quintessential Gladwell

I generally enjoy Malcolm Gladwell's writing, and have read his other books. I've also heard him speak, watched his TED talk on "David and Goliath," and read recent interviews he's given about the book. I say all that, to make it clear that I'm a Gladwell fan, and wanted to love this book. Sadly, it's not a great read.

The title story is interesting, but I think the author would like for readers to be surprised by David's skill and ability. Most of what he writes about David will be pretty familiar to Christians who have been actively studied the Bible. Certainly nothing he said about David and/or Goliath was controversial, and most of it could be gleaned from the notes in a good Study Bible.

The stories that follow in the first section, and even the second section, are also interesting. It's thought-provoking to consider that a perceived disadvantage might spur a person on to do exceptional things. As the book continues on, the stories are less exceptional, and the premise less exciting.

For me, the book failed on three counts:
1. The stories used to illustrate Gladwell's point failed to consider the negative side. Yes, a percentage of people when faced with adversity overcome it, however, an overwhelming majority suffer greatly. For every successful businessperson with a learning disability, there are several more who are in menial jobs. The same is true of most of all the other examples in the book.
2. The examples given in the third section of the book were simply not compelling. Maybe an interesting newspaper or magazine article, but not compelling on a "Gladwell-ian" scale.
3. The author failed to connect the examples given into an obvious conclusion, and no effort was given to purport one for the reader. Maybe the weakness of the last section was the cause of this, but after I put the book down, my only thought was, "so what?"

Gladwell is still a fine story-teller, and I think he was on to something good here. It just didn't come together like it might have. If you're considering this book because you've heard about Malcolm Gladwell and this is his newest offering, I'd suggest reading Outliers or Tipping Point instead.

A good classroom text

Alter Ego is the text series currently used by the Alliance Francaise in Philadelphia for its intermediate level French classes. This book is designed to prepare the student for a specific DELF level, in this case level A2. In my opinion it's best for classroom use, not self-study. The new Alter Ego + is definitely an improvement on the old Alter Ego, with exercises after each lesson and more engaging content. Furthermore the appendix contains a good grammar guide, a lexicon of words and phrases from each lesson, some conjugations, a good section on correct pronunciation, and transcriptions of the audio from the text, the exercise book, and the pronunciation section. The audio is of course all on the accompanying CD. One possible improvement would be an expansion of the conjugation section which is currently organized by the number of bases in the conjugation of each verb. More helpful would be a list of model conjugations with lists of verbs that follow each model. There's no answer key in this text.

Alter Ego is entirely in French, so it helps to have some English-language books about French to fall back on. I can recommend French Grammar in Context (Languages in Context) (French Edition) or French Grammar in Context (Languages in Context) (French Edition). These are also for intermediate to advanced students.

About the Author

Eric Dezenhall is the CEO of Dezenhall Resources in Washington, D.C. He began his career in the White House Office of Communications during the Reagan presidency. Prior to starting his own firm, he worked at an international public relations agency and a political consulting firm. He is also the author of Nail ’Em: Confronting High-Profile Attacks on Celebrities and Businesses. His forthcoming novel The Devil Himself will be published by Thomas Dunne/St. Martin’s in the summer of 2011.


John Weber is the president of Dezenhall Resources and the firm’s second partner. He oversees client services and is the primary liaison with its affiliate agencies in the United States and Europe. Weber previously served as a senior manager at three of the world’s largest public relations firms. He began his career in marketing and advertising.

What to do when you have "a cow in the ditch"

Obviously, avoiding damage is preferable to managing it but that is not always possible. Then what? In this volume, Eric Dezenhall and John Weber share everything they have learned about crisis management, explaining to their reader "why everything you know about [it] is wrong." I presume to suggest that you ignore the book's subtitle's hyperbolic presumption and focus on what can be learned from the material that Dezenhall and Weber provide. Also, while reading the book, keep in mind Voltaire's admonition to cherish those who seek the truth but beware of those who find it.

I presume to suggest two separate but related approaches: Be alert to how damage is most effectively managed once it occurs, of course, but also be alert to the lessons learned post-damage so that it can be avoided - or its impact can at least be reduced -- in the future. In this context, I am reminded of an anecdote that Anne Mulcahy (Xerox CEO) frequently shares. Specifically, some advice she once received from Albert C. Black, Jr. (president and CEO of On-Target Supplies & Logistics): "When everything gets complicated and you feel overwhelmed, think about it this way: You gotta do three things. First, get the cow out of the ditch. Second, find out how the cow got into the ditch. Third, make sure you do whatever it takes so the cow doesn't go into the ditch again."

In this volume, Dezenhall and Weber suggest that companies (and individuals) that survive crises tend to have certain features in common: they have strong leaders, question conventional PR wisdom, are flexible, commit sufficient resources to the given situation, have a high threshold for pain, think in terms of "baby steps" rather than grandiose gestures, know themselves (who they are who they aren't), believe that corporate defense is an exercise in moral authority (i.e. they insist on doing whatever is principled rather than expedient), and finally, are "luck" in that they often (not always) catch "unexpected breaks delivered by God, Nature, Fortune, or some other independent factor."

It is important to understand that Dezenhall and Weber endorse a political model of crisis management versus the more conventional public relations approach. "The fundamental difference is that the political model...assumes the threat of motivated adversaries, while the public relations model tends to view crises as organic and resolvable through good communications." In other words, adversaries (e.g. competitors, plaintiffs' lawyers, the news media, politicians and regulators, short-sellers, corporate stalkers, whistleblowers, and bloggers) may have had nothing to do with causing the given crisis but may - and often do -- take full advantage of it to serve their own self-interests.

To me, one of Dezenhall and Weber's most important insights is their recognition of the importance of being fully prepared to ask the right questions, the most important questions, and then knowing how and where to obtain the right answers to them ASAP. This is an essential component of contingency planning, as are being fully prepared to take appropriate action(s) once a crisis occurs, and, being both willing and able to commit whatever resources may be required.

Dezenhall and Weber help their reader to increase their understanding of several important issues. For example:

1. The differences between and among a nuisance, a problem, a crisis, and a marketplace assault

2. How to manage blame and resentment

3. Why "offense wins, defense loses"

4. Why an effective response to a crisis must involve much more than "having to say you're sorry"

5. Who needs to know what...and when

The value of this book will obviously vary from one reader to the next but, in my opinion, the information and counsel it provides can be of substantial benefit to decision-makers in all organizations (regardless of size or nature) because crises can occur at any time, frequently without warning. Yes, some can be prevented. As for all others, their damage can be "controlled," at least in terms of its nature and certainly in terms of its impact. To paraphrase Albert C. Black, Jr., you just never know when you'll have a cow in the ditch.

Don't be a Wimp

This excellent book says that today's crisis management is fixated on making nice with those who would harm you and it is wrong, wrong,wrong. Yes, J and J did a great job with the Tylenol tampering but it was a victim of a nut. The template of what they did does not work, or so Dezenhall argues, with a crisis where you have an enemy. What to do? Figure out of the company has a backbone to fight(if not. throw in the towel); preach to the choir(rally your allies); manage the media(Wendy's told the media you can interview our execs but stop showing the finger); and, above all.like all good trial lawyers know, come up with an alternate belief system, a plausible and different scenario for what occured; don't use the default of apology when you have nothing to apologize for.(a la pepsi and the purported syrgines in the pepsi cans. The book is direct, well written, and short.
